Kathleen McRoberts is the only attorney in Utah and Idaho with a full-time practice devoted exclusively to Assisted Reproduction Technology. During her thirteen years of legal practice, she has assisted hundreds of clients in achieving their family goals through surrogacy, egg donation, sperm donation, and embryo donation. Her clients come from almost every state in the U.S. as well as countries in Europe, Asia, Australia, North and South America and North Africa. With her broad network of clients, legal colleagues and a commitment to stay at the forefront of legal issues, she has a keen understanding of international and domestic surrogacy laws.
Kathleen received her J.D. from Seattle University (cum laude), her L.L.M. from the University of Florida and her B.S. in Geological Engineering from the University of Utah. She is a member of the Utah State Bar, Idaho State Bar, American Society of Reproductive Medicine, American Bar Association ART Section, Idaho Women Lawyers, and Utah Women Lawyers.
Kathleen’s legal and personal in-vitro fertilization experience enables her to truly be a resource for Gestational Carriers and for couples, singles going through the fertility process using a third party to help build their families. With a deep commitment to helping others, and a passion and knowledge of the fertility methods, she provides a team approach to the medical, psychological, agency and legal process.
Kathleen was also the lead attorney proposing and drafting responsible surrogacy legislation for the state of Idaho. This legislation affects all areas of fertility assistance. Her persevering work over the last decade has resulted in a network of experts and legal colleagues in the ART field. She recently spoke at the 2015 American Bar Association Family Law Meeting and to the Idaho State Bar in 2015 and is recognized as the regional expert on ART matters.

Considering that surrogacy is not available in many European countries and states within Australia, Intended Parents come to the U.S. and specifically, Utah and Idaho to have their babies through the use of a gestational surrogate. Kathleen has an acute understanding of the international landscape of surrogacy and the diverse aspects of surrogacy throughout the U.S. She provides valuable insight into the challenges that face international Intended Parents, including obtaining parentage orders, birth certificates, passports, and citizenship for the new family member.
Deborah H. LaSalle received her J.D. from the University of Utah, studying international law at the University of Innsbruck in Austria and her B.S. in Chemistry from the University of Idaho, studying chemical engineering at the University of California at Berkeley. She comes to TPR with an extensive background in communication and the talent of conveying legal and technical information in a straight forward way, while being detail oriented. She has one child biologically and another through adoption which enables her to relate to both Gestational Carriers and families growing through third parties. She is passionate about supporting families in their growth as well as making the contract process as straight forward and clear as possible.
Kimberlee Wise, Office Manager
Kimberlee Wise received her B.S. in Elementary Education from Brigham Young University. Kim comes to TPR Law with experience in medical and law practice management. She has extensive knowledge of billing practices in the medical and legal fields making her the perfect manager of our client trust accounts. Kim and her husband are former Intended Parents and have one daughter born through surrogacy. Kim’s knowledge of the IVF and surrogacy process makes her an invaluable member of the TPR team. Kim looks forward to helping clients navigate the IVF process and manage expenses for their surrogacy journey from pre-cycle testing through the last medical bill and final accounting.
